Elaine O'Connor

Head of International Accreditation and Regulation

Elaine is ISQua’s Head of International Accreditation and Regulation. Elaine joined ISQua in 2014 from the Health Information and Quality Authority (HIQA), the national regulator of health and social care services in Ireland. In her time with HIQA Elaine was involved in the development of the Irish National Standards for Safer Better Healthcare and in designing and delivering an education and awareness raising campaign to support the implementation of the National Standards. She also co-ordinated HIQA’s involvement in and contribution to European Projects including the European Union Network for Patient Safety (EUNetPaS) from 2008 – 2010 and the European Union Network for Patient Safety and Quality of Care (PaSQ) from 2012-2014. She also represented HIQA on many national working groups such as the open communication working group of the Implementation Steering Group for the Irish Commission on Patient Safety and Quality of Care which looked at open communication following adverse events. Elaine’s background is in research and prior to joining HIQA she worked as a Research Executive with the Irish Health Services Accreditation Board where she conducted research to support the development of the Acute Care Accreditation Scheme including an evaluation of the role and participation of consumer surveyors in the scheme. Elaine holds a BSc (Honours) in Nutritional Science, a Masters of Agricultural Science (Research) and postgraduate qualifications in management and marketing; quality in healthcare and project management.
