ISQua EEA is calling for tenders for a project (“The Project”) to support the development of a new model for ISQua EEA’s International Accreditation Programme (the IAP).
The IAP has been operational since 1999. The standards have been revised several times, but always incrementally. The ISQua EEA Board has decided that it is now time for a major review and update, which will not only include the Organisational Standards and the Surveyor Training Programme (STP) Standards, but also the model for delivery of the IAP, including the assessment methodology as well as the criteria for awarding and, particularly, for retaining the status as accredited.
In 2025, the ISQua EEA Board, commissioned a Strategic Paper: “The Future of Health and Social Care Accreditation” (“The Report”). The Report was based on a comprehensive literature review, global stakeholder interviews, and a broad stakeholder survey. It examined the current status of accreditation in healthcare and other sectors, the core challenges it faces, the emerging opportunities, and the actionable steps to transform it into what we might call the next generation of accreditation. The Report lists 14 recommendations for those steps. The ISQua EEA Board has agreed that all 14 recommendations should be explored, and that it is now time to commence the review and revision of the current IAP.
The ISQua EEA Board requests the successful tenderer to develop and deliver a description of an updated model for the IAP. The model description must reflect and consider all 14 recommendations from “The Report”.
The following specific deliverables are required
- A set of standards for assessing external evaluation organisations like accreditation organisations.
- A manual guiding the assessment of different types of measurable elements. The manual must describe how AI will be used as a tool to facilitate the assessment (Recommendations 9 and 13 from “The Report”).
- The design of an accreditation journey with a particular focus on
- How accreditation is maintained after the first accreditation.
- How accreditation can remain challenging for mature organisations, and how they can recognise progress after the initial award.
Several options may be presented.
The option of tiered accreditation should be considered (reference: Recommendation 4).
