About the session
From January to October, Cambodia had only 283 coronavirus cases —70% of which were from people traveling from outside of the country, and the rest of which could be linked to those cases. Even as sporadic cases continue to be detected in travelers returning at the border, Cambodia’s rapid and whole of government approach—test, isolate, trace, quarantine, and care —has kept numbers low.

This session will discuss recent health systems strengthening approaches used in Cambodia as it confronts it’s needs for a rapid and effective response for testing, awareness raising, data demand and use, and most importantly building better for the new normal. In Cambodia, we adopted a health systems approach for improving the supply of viral transport media (VTM), distribution of personal protective equipment (PPE) through a community-based response system and distance learning through a learning hub for health staff stationed in provincial and referral hospitals. Additionally, we supported the Ministry of Health to accelerate development of guidelines and training of both public and private health providers.

Learning Outcomes
By the end of the session, participants will be able to have a better understanding of the epidemiology, implementation of response and feasible approaches to strengthen the resilience of local health systems in low- and middle-income countries (LMICs).

About the Speakers

Hok Kim Cheng (called His Excellency Dr. Kim Cheng) is a Medical Doctor (University of Health Sciences, Phnom Penh: 1987-1994) with diploma in Medical Biology (France: 1999-2003). He has been promoted to be Director General for Health, Ministry of Health (MOH), Cambodia, since January 2019. Within this position, HE. Dr. Kim Cheng is the key person at MOH to lead all technical departments/institutions in all technical aspects of health sector in Cambodia, including the response to COVID-19. Previously, he joined the National Blood Transfusion Center right after he graduated as Medical Doctor in 1994. At the National Blood Transfusion Center, he was the Director of the National Blood Transfusion Center (2011-2018), where he was the key person to lead the center to participate in the international accreditation process. During 1994-2011, he worked at different positions of the National Blood Transfusion Center, including Deputy Director and other technical positions.

Dr Ly Sovann is currently the Director of the Communicable Disease Control Department of Ministry of Health (MOH) in Cambodia and has served as MOH Spokesperson on issues related to communicable outbreak and response. His expertise in disease surveillance goes back to 1995, and he has since been the Head of the Communicable Disease Surveillance system and the Coordinator of SARS Control in Cambodia, as well as the Chief of the Disaster Unit at MOH.

Dr Sovann has conducted research on many national and international projects, including a study on aspirin abuse in coordination with the Khon Kaen University in Thailand; a prevalence study on Leptospirosis; and outbreak investigations for diseases such as cholera, ARI, SARS, and avian influenza.

Dr Sovann is a Medical Doctor graduated from the University of Health Science in Phnom Penh in 1994 and received Master of Clinical Tropical Medicine and a Diploma of Tropical Medicine from Mahidol University in 2000 and 2001 respectively.

Premprey Suos is a Medical Doctor (Phnom Penh, 1988-1995) with Master of Sciences in Epidemiology from University of California, Los Angeles, United States of America (UCLA, 2004-2006). He joined FHI 360 since October 2018 as Deputy Chief of Party of the USAID Enhancing Quality of Healthcare Activity (EQHA). Previously, he worked at the Australian Embassy, Cambodia, as a senior program manager for health (2009-2018) who was in charge of Australian Aid’s health system strengthening programs/portfolios and contributed significantly to strengthen the Cambodian health systems. He also spent for 11 years with the National Center for HIV/AIDS, Dermatology and STD (NCHADS), Ministry of Health, (1998-2009) as a key person in leading the scaling up of HIV/AIDS care and treatment in Cambodia in early 2000s and almost 4 years as a senior clinician at Infectious Disease Department of Sihanouk Hospital Center of HOPE (1999-2002).

Laurent Ferradini is a French citizen, MD, Dermatologist with a PhD in Immunology. He joined FHI 360 and LINKAGES Indonesia since September 2018 to work as Senior Technical Advisor and is working since March 2020 as technical coordinator for USAID Emergency Fund COVID-19 under EQHA in Cambodia. Previously, he has been working with WHO in Cambodia as HIV-Hepatitis-STI team leader (2015-2018), with FHi360 (2008-2015) and with Doctor Without Border (MSF, 2006-2008) for the past 12 years providing assistance to the government of Cambodia to implement the continuum from prevention to care and treatment to achieve the 90-90-90 targets and HIV elimination. Before that, he has been working as epidemiologist in charge of HIV operational research at Epicentre and MSF headquarters in Paris during the early 2000 years (2003-2006) and as a researcher in Immunology (1992-2003).

Nilufar Rakhmanova is Chief of Party of the FHI 360 Enhanced Quality of Healthcare Activity (EQHA). She leads the USAID Flagship project with a consortium of five international partners: FHI 360, PSI, I-TECH, mClinica and Meridian. With more than 18 years of professional experience in the global health and Health Systems Strengthening (HSS), she previously served in FHI 360 Washington, DC, as an HSS Technical Advisor to TB, HIV, MCH, NCD public health programs in over 15 countries in Africa, Eastern Europe, Central Asia, and Southeast Asia. Prior to coming to FHI 360, Nilufar worked for  USAID, Central Asia Regional Mission as a Tuberculosis (TB) Advisor. She received three USAID Meritorious Awards for excellence in performance and is an Ambassador and a Senior Fellow at the International Society for Quality in Healthcare (ISQua). Nilufar has an M.D. in Pediatrics from Samarkand Medical Institute, Uzbekistan and MPH from Boston University, School of Public Health as a result of the Edmund S. Muskie US Department of State Fellowship.

Nourhan Kawtharani

Nourhan, a quality and safety coordinator with eight years of experience in ambulatory healthcare in Lebanon, aims to deepen her understanding of the systemic and holistic approach to healthcare through this fellowship.

She aims to identify gaps and develop tailored interventions that address specific contexts rather than applying general solutions. Engaging with diverse professionals and perspectives during this educational journey will expand the application of these concepts across different cultural settings.

Nourhan emphasizes the importance of promoting a culture of continuous learning and improvement within healthcare institutions, considering it a vital leadership responsibility to integrate quality and safety initiatives into the organizational culture.

Elom Otchi

Elom is passionate about improving quality of care and patient safety outcomes.

In view of this, he has had the opportunity to work in various capacities with various organisations including AfIHQSA, WHO, UNICEF and others undertaking research, supporting the development of national quality policies and strategies, facilitating the establishment of quality governance systems across all the levels of the health sector and building capacity of national and sub-national quality leads/teams to institutionalize the practice of quality and patient safety across the continent.

He has also worked extensively across all levels of care in the health sector of Ghana, including leading the Quality & Patient Safety program in its largest teaching hospital.

I would like to use this Fellowship as a learning platform and an opportunity to acquire the requisite knowledge, skills and competencies to complement ongoing efforts by like-minded individuals and organizations to continuously advance improve the quality and patient safety in Ghana and the continent.

Stephen Taiye Balogun

Stephen is a Senior Programme Officer at the Institute of Human Virology in Nigeria as well as Country Representative for Health Information for All (HIFA).

Stephen plans to use this opportunity to maximise his impact by championing the cause of patient safety and quality in Nigeria and across Africa.

Stephen says "Quality and safety is a major wheel through which universal healthcare coverage can be achieved. The goal is to be a bridge in the gap between the International Quality Improvement and Patient Safety community and my country to ensure rapid spread, adoption, implementation and practice."

We are looking forward to working with both Stephen and our 2020 winner Rhoda Kalondu over the next year.

Dr Rhoda Kalondu

Rhoda is the Head of the Patient Safety Unit at Kenyatta Hospital in Nairobi and wants to use this Fellowship to learn how to establish a culture of safety and develop systems for assessment and analysis at her institution, and more widely. As well as this, Rhoda intends to develop and execute an intervention to improve patient safety in Kenyatta National Hospital.

It is one thing to institute measures and processes for improvement, but quite another to change the culture of an environment. Rhoda's ambition to lead others in this change inspired the panel.

Dr Subhrojyoti Bhowmick

I am an MBBS graduate from Calcutta University with a Gold Medal in Gynecology & Obstetrics.

I have completed M.D in Pharmacology from IPGME& R, Kolkata and have over 12 years of experience in the field of Clinical Research, Pharmacovigilance and Medication management in Hospitals.

I have completed certification in Clinical Research Administration & Project Management from Stanford University, USA and in Patient Safety from Johns Hopkins University, USA.

I am an Assessor for National Accreditation Board for Hospitals & Health care providers (NABH), India assessing hospitals for medication safety and clinical quality standards and NABH Assessor for Ethics Committee Accreditation program in India as well.

I serve as the Chairperson, Institutional Ethics Committee of Health Point Hospital, Kolkata and am associated with 2 other Hospital ethics committees as a member.

I finished my Fellowship in Healthcare Quality from the International Society of Quality in Healthcare (ISQua) from Ireland in 2017.

I have published several research articles and have also authored a chapter on “Regulations governing Clinical Trial” in the book “Fundamentals of Clinical Trial & Research”.

I am a peer reviewer for prestigious international journals like the British Journal of Clinical Pharmacology, CNS Drugs and Drug Safety case reports.

I am the recipient of the UK Seth Oration Award for Best Clinical Pharmacology paper by the Indian Pharmacological Society in 2009 and the “Most promising Healthcare professional in Patient Safety in India” award by the Asian African Chamber of Commerce and Industry in October 2018.

Recently in April 2019, I received the Young Quality Achiever award by Consortium of Accredited Healthcare Organizations (CAHO), India for 2019 for my work in the field of medication safety and clinical research.

I have a keen interest in teaching and am visiting adjunct faculty of Pharmacology at KMC, Mangalore, India and for Healthcare technology at MAKAUT, Kolkata, India.

I was associated with Stanford University School of Medicine, in the USA as a Senior Clinical Research Associate from 2015 to 2017 and have certification in Biostatistics, Evidence-based Medicine and Medical Writing from Stanford University.

Currently, I am working as the Clinical Director of Academics, Medical Quality and Clinical Research at Peerless Hospital and B K Roy Research Centre, Kolkata.

I am very happy and thrilled to receive the prestigious ISQua Lucian Leape Patient safety Fellowship Award for 2019 and I look forward to honing my skills further in the field of healthcare quality and patient safety through my experiences during this fellowship.

I sincerely believe that successful completion of this fellowship will help me evolve as a more confident Patient safety leader in India who in turn can provide significant inputs on policy changes through NABH for the Indian healthcare system.
